[bdNOG-EC] [bdNOG-Trustee] bdNOG7 date need to be published

Based on all feedback and discussion we will confirm bdNOG7 date as November 18-22. Conference on Nov 18. Workshop 19-22. 

City probably will remain TBC. ☺ ☺
