[bdNOG-EC] Proposal of new bdNOG project (Accident Investigation Team)

Dear Pappu bhai/EC Members ,

I think its a good opportunity to help and work directly to the community.
To me The work looks  similar to a CERT incident response activity. I will
propose to include some mentors in the team.We already have some good hands
and experience to handle incidents .
