Dear Tanvir Bhai,                                                                                            Use strongswan/openswan in Linux and use windows server 2003/2008/2012 os for windows.by default windows servers supports use IPSec VPN.just ensure RARS service is configured properly and also firewall policy of windows server for establishing VPN.
