I think it's not a routing issue. With ICMP request reply and requesting for
HTTP it seems a filtering is ongoing at a point of IP 123.49.60.218. The IP
is owned by BTCL probably its used by Bangladesh Bank as the requests seems
following;
root at theone:~# ping www.bb.org.bd
PING www.bb.org.bd (180.211.208.17) 56(84) bytes of data.

The traceroute as well ends there.

I think whoever is supporting Bangladesh Bank should take care of it from
its filtering appliance or policy. Probable wrong policy or limit exceeded (
could be a ddos attack on them which is why appliance is filtering)
