I believe that ns.ripe.net is happy to act as secondary for country 
top-level domains, free of charge. This needs to be formally requested 
by whoever is responsible for running of the .bd top-level domain. See:

If at all feasible, the in-country .bd servers should also be in 
different data centres and on different backbone networks (ASes). Anyone 
who runs authoritative DNS servers, not just top-level domains, should 
read RFC 2182.
