[bdNOG] Last day for Public Comments on ILDTS Policy Review

Thanks Mizan bhai for sharing your interest . The draft Consultation Report
on ILDTS Policy Review (if approved) may create a big impact on current
license ecosystems.


Here some finding about ILDTS policy review based on my capacity . if
anyone have any further comments please share us .


The three layer network topology introduced as per ILDTS Policy 2010 has
been working flawlessly for last few years giving positive dividends in
many aspects. The existing policy is no way hindrance to any technological
advancement to foster Digital Bangladesh, and has lot of contributions to
the development of telecom sector as well as national development. A new
layer named IOS was also introduced only 2-3 years ago after lot of
analysis to enforce further discipline in the sector. And, if we go for
complete overhauling of the policy and network topology replacing a 3 layer
network by another 3 layer system; it would be completely unwise and
destructive.



If the existing ILDTS Policy is revised with change of licensing regime
proposed in the consultation paper, it is likely to generate:

   - The chaos/indiscipline/violation of regulatory obligations etc. that
   we have experienced before 2008 will come back to the telecom sector.
   - Offering an opportunity to the operators and others to indulge in
   Illegal VoIP call termination incurring huge loss to earnings of Govt from
   this sector.
   - The sector will eventually go under full control of foreign investors.
   Govt earnings will fall back to the amount earned during the period 2007-08.
   - Most importantly, Foreign investor based organization will be the only
   player in the sector (all others will ultimately neutral die due to their
   financial inability to compete with existing foreign investors ).  This
   would result in draining out of huge foreign currency from the national
   exchequer to the investing countries.
   - Local investors having IGW/NTTN/ICX/ITC/IIG etc. licenses will not be
   able to recover their investments.
   - Lot of people will lose their job and eventually lot of families will
   be financially distressed; it will be difficult for the democratic Govt to
   rehabilitate these distressed citizens of the country.


A policy with such great national interest both in terms of economics, job
creation, user experience & local business development should not be
changed without a policy level debate at the parliament; and such debate
may be arranged after detail study at the filed level. We must not forget
that the existing system has been contributing a large amount of revenue to
the Govt exchequer and has created huge opportunity for local employment
facilitating local investment.
