[bdNOG] A "Looking Glass" tool for BDIX-DAC.

Dear All,

For the moment, simple Looking Glass facility/portal at BDIX-DAC and BTCL NIX should suffice.

Other IXes in Bangladesh should set up Looking Glass as well.

Open source software like Cougar (https://github.com/Cougar/lg) or Kewlio (https://sourceforge.net/projects/klg/) could be implemented easily.
