I believe that <a href="http://ns.ripe.net" rel="noreferrer" target="_blank">ns.ripe.net</a> is happy to act as secondary for country top-level domains, free of charge. This needs to be formally requested by whoever is responsible for running of the .bd top-level domain. See:<br>

If at all feasible, the in-country .bd servers should also be in different data centres and on different backbone networks (ASes). Anyone who runs authoritative DNS servers, not just top-level domains, should read RFC 2182.<br>
